New Delhi: A united Opposition managed to forestall Parliament proceedings for the fourth successive day on Monday, as chaos reigned in both Houses over demonetisation of Rs 500 and Rs 1000 notes, as well as Sunday's Patna-Indore Express train mishap.

The demonetisation of Rs 500 and Rs 1000 notes has set off a storm in Parliament, with four days being washed out due to Opposition protests and demands that Modi himself address Parliament on the issue.

The Opposition in both the Lok Sabha and Rajya Sabha on Monday held a meeting and demanded once again that Modi show up in Parliament to answer questions. However, the BJP ruled out the possibility of the PM speaking in the Rajya Sabha.

Congress Vice President Rahul Gandhi was expected to speak in the Lok Sabha on the issue, but it never materialised due to repeated adjournment of both Houses.

  • As commotion continued after the Rajya Sabha began proceedings once again at 3 pm, Deputy Chairman PJ Kurien adjourned it till 11 am on Tuesday.

The death toll in the Patna-Indore Express derailment reached 145 on Monday with Rahul Gandhi accusing the PM on focusing on introducing bullet trains instead of passenger safety. 

Rahul claimed that the PM's demonetisation move had benefited only a few people close to him, while the common man continued to suffer in queues at banks and ATMs. He also alleged that banks were paying off rich customers through the 'backdoor' even as the poor were stranded.

The government meanwhile announced on Monday that farmers would now be able to buy seeds from Central and State-run agencies with demonetised Rs 500 notes, a demand that had earlier been rejected by the Finance Ministry.

The Reserve Bank of India for its part stated that those who had cash credit or current accounts could now withdraw up to Rs 50,000 per week.
