CM Jagan launches scheme to grant housing rights

Chief minister launched the distribution of registered titles of the houses to nearly 8.26 lakh families

Vijayawada: Chief Minister Jaganmohan Reddy on Tuesday launched the Jagananna Sampoorna Gruha Hakku (one-time settlement) scheme to benefit over 52 lakh families by providing them complete rights with the registered title of their houses.

Addressing a large gathering at Tanuku in West Godavari, the chief minister launched the distribution of registered titles of the houses to nearly 8.26 lakh families.

The CM said, “I feel happy to visit Tanuku, given the kind of affection you are showing and by the grace of God, I am launching a good scheme to benefit over 50 lakh families on this day. To own a house is a lifetime objective for many and the assets can be enjoyed and even be passed to the next generation. Our government has, in the last two-and-half years, issued 31 lakh house pattas. This has never happened in history and we are offering houses, fulfilling the dream of our sisters wholeheartedly.”

The CM said that in the rented houses, people get rights only to live in. In the case of an own house, its owner would enjoy the right to sell it in the market in case of any financial need and he or she can also mortgage it to meet any financial necessity.

He explained in detail the difference between the houses which were registered and those that were not registered with the registration department. The rates of houses in the entire state would be in the range of Rs four lakh to five lakh and from Rs 20 lakh to Rs 30 lakh, depending on areas, villages and cities, he said, and added that “the issue of complete rights with registered titles on the houses would help the beneficiaries to become owners of their houses with all rights so that they can in future sell or mortgage or gift them as per their choice.”

Jagan said that the complete rights on the houses would help avoid any encroachment on the property in future.

The CM said that in the last 30 months, the government had credited `1.16 lakh crore to the people through direct benefit transfer by avoiding the role of middlemen under several welfare schemes. “Why would I take money from the poor in the name of OTS when such a huge amount is provided to them,” he asked.

Jagan asked the people to question the opposition parties on this issue. He said that under the OTS scheme, the government was waiving off Rs 10,000 crore in outstanding housing loans of 40 lakh beneficiaries who availed loans from the AP Housing Board Corporation since 2011. The beneficiaries would be given house documents with clear titles with free registration.

The CM distributed registered documents to 8.26 lakh people who have enrolled for OTS; and the people who constructed houses in the government-allotted lands with their own money with no full rights can register them by paying just Rs 10 and secure their property.

The chief minister said that the entire value of the assets would be nearly R 1,58,000 crore and added that the beneficiaries could avail the scheme by paying nominal sums of Rs 10,000 in villages, Rs 15,000 in municipalities and Rs 20,000 in municipal corporations.

The CM announced the extension of the scheme up to April 2, the day of Ugadi festival.

Jagan took a dig at the Opposition leader Chandrababu Naidu and a section of the media, saying they are unable to digest the good initiatives taken by the government to provide benefits to the poor and asked as to why the previous TD government led by Naidu failed to implement such a scheme.

He said that though the officials sent proposals to waive interest in 2014-19, the then TD government refused to do so.

The Chief Minister asked the people whether the Opposition parties would purchase their houses at market value without any registered document and slammed them for raising objection when the YSRC government was providing the poor with registered houses.
