Karnataka HC to state: Notify rules regarding private school fees

BENGALURU: The Karnataka high court on Thursday asked the state government to notify the draft rules with regard to the Karnataka Educational Institutions (Regulation of Certain Fees and Donations) Rules 1999 and to the Karnataka Education Institutions (Classification, Regulation, Prescription of curricula, etc) Rules 1995, on or before October 5.

Earlier the state had submitted the amended draft rules before the court, in which it has amended the Rule 4 of the 1999 rules categorising the school under the gram panchayat, city municipal council, municipal corporation and BBMP and calculating the salary expenditure accordingly.

According to the submission made by the state, it said that it has taken a liberal view in terms of fixing the fee structure for private unaided schools in the State in the amended draft rules.

It further said that a draft of the amended rules has now been placed before the Department of Parliamentary Affairs, which will be notified within 15 days and later invite suggestion and objections.

Thereafter, it will take another 90 days to finalise and publish the amendment of rules, the state said. The court was hearing a batch of petitions on various grounds, including the ones filed by several parents with regard to rules framed by the state for fixing fees in private schools.
