Irregularities in promotion in TS transport department
The three are the junior most as two of them joined in 2005 and one in 2010 and were not in the zone of promotion for the post.
Hyderabad: Irregularities in promotion given to certain employees in the TS transport department have surfaced. In 2016, the government issued 3 GOs directly promoting 3 Motor Vehicle Inspectors (MVI) to Road Transport officer (RTO), a post for which thousands of aspirants write the Group 1 examination. The GOs were issued as the files were signed at the Chief Minister’s office. However, those affected have revealed and complained stating that the promotion ‘clause’ has been violated. A complaint was filed with the President of India against the actions of the government.
An employee in the TS transport department submitted a complaint copy to DC that stated, “Three junior motor vehicle inspectors K. Papa Rao, Dr K. Venkata Ramana and Dr Srinivas Puppala, were promoted to the post of Regional Transport officer, GO : Ms. No.17 (16th -2-2016 ), when there were many eligible candidates available, in violation of article 14, 16 of the Constitution. The three are juniors as two of them had joined in 2005 and one in 2010 as MVIs and were not in the zone for promotion to the post.
They claimed seniority in the cadre of RTO among other senior RTO’s who were promoted prior to 2016. The MVI was promoted as RTO based on higher education qualification like Administrative officer violating Go. Ms. No. 180 TR & B (Tr. 1) dated 1994.
A complaint has been filed with the President of India office against this violation. Mr Krishank Manne, the complainant said, “The promotions and posting of Mr K. Papa Rao, Dr K. Venkata Ramana and Dr Srinivas Puppala raise a suspicion that some of the junior most vehicle inspectors got promotions with power and pressurising the higher officials by relaxing and creating their own rules as a special case of one-time benefit considering the services of the previous department which is against rules and injustice to other seniors.
Mr P. Sai Prasad, a resident of Alwal, complained, “Lakhs of students write Group 1 exam dreaming of securing the post of RTO. With such promotions on compromise, this will put an end to students’ dream of government jobs. We demand an enquiry by the vigilance department.”
When contacted for a comment, an officer from the transport department said, “The MVI’s are promoted as RTOs on the basis of higher educational qualifications like MTech and PhD and also by considering the field requirements like IT implementation in transport department.”
