Hyderabad: Notwithstanding the automatic testing system, wherein sensor chips are installed in the vehicle to check rule violations during a driving test, the RTA staff colludes with agents and issues licence despite the computer system rejecting the test.

There are only two tracks, Nagole and Kondapur that have ATS while the rest continue to hold tests manually.  Unlike in Kerala, the test is done at isolated non-traffic islands and not on main roads. Union transport minister Nitin Gadkari has gone on record saying over 30 per cent of the driving licences are bogus.

A source at the RTA testing track said, “Important movements like reverse and smooth steep turns, use of indicators are examined for two and four wheelers, while the track is not equipped to test all 24 parameters mentioned in the Act.” He cited the example of the law saying “show consideration to pedestrians.” During the test the applicant does not encounter a pedestrian. “Unless the driver is confident we don’t issue the licence,” he said.

A city based NGO had filed a PIL in the High Court requesting changes to the driving licence test so as to bring it in line with the MV Act.
