AP-Telangana staff transfers in September, but hearburn over mismatch

Hyderabad: The mutual transfer of employees between TS and Andhra Pradesh is likely to be taken up in the second week of September. Both governments had issued notifications on August 8 seeking applications from employees for mutual transfers within a month.
The postings will be given based on vacancies available in respective departments in both states. Due to this clause, uncertainty prevails over mutual transfer of Class-IV employees.
About 835 TS-native Class-IV employees were posted to AP but there are not even 20 AP-native staff posted in TS. This will make mutual transfers of Class-IV employees difficult as there would be few vacancies in TS.
The TS government has to create supernumerary posts to accommodate this staff in case it is keen to bring them to TS. The TS-native Class-IV employees working in AP have been agitating for three years asking the TS government to take them back.
The Kamalnathan committee appointed by the Centre bifurcated over 55,000 state cadre staff between both the states. A large number of employees joined duty in their allotted states but were upset at not getting their preferred state or native state.
Some other employees sought transfers on ‘spouse grounds’ as the husband and wife were allotted to different states.
After repeated demands from employees associations, the two governments agreed to take up mutual transfers.
“The deadline to submit applications will end by September 9. The mutual transfers are expected to be made from the second week of September," said Mr A. Padma Chary, president of the Telangana Udyogula Sagham.
The sangham demanded that AP and TS give an opportunity for single women to seek transfer to their preferred state.
