Docus can be registered both online, offline now
New circular will allow public to create docus offline.
Chennai: After a spate of complaints from property owners and document writers citing difficulties in online document registration, the inspector general of registration directed the sub-registrar to carry out both online and offline document registration.
“If anyone prefers to register his document in offline mode, the sub-registrars should register the document offline. The sub-registrars should not deny the service,” J. Kumaragurubaran, inspector general of registration, said in a circular.
The circular also would allow public to create documents in offline mode (without Internet). Earlier, the department had mandated the online procedures in drafting the documents.
In a previous order, the department had directed the sub-registrars to get deputy inspector general’s accord before performing offline registration during unexpected situations. The new order had annulled the previous direction.
The department also had fixed a deadline to perform both online and offline registration. “Online and offline procedures will be in practice until June 30,” the circular said.
Although the new online registration process had witnessed a stuttering start, the process has gained pace and the department had registered more than 1.5 lakh documents since the rollout.
“The new relaxation has been provided according to the representations made by the document writers and the general public,” a department source said.
Meanwhile, the department also decided to do away with first-in-first-out norms.
The new norms will reduce the delay in pre-verification of the draft documents, as the deadlines would be maintained according to the classification of documents. “The sub-registrar should verify general power attorney, special power of attorney, receipt, sale agreement, will cancellation adoption deed and promissory note within a day,” a department order said. Three-day deadline has been fixed for sale deed or conveyance deed, construction agreement, settlement, gift, exchange and others. Partition deed, lease deed, ratification, dissolution of partnership and others were given five-day time. Earlier, the three-day deadline had been fixed to verify all kinds of documents.
Offices to remain open on March 31
Inspector general of registration J. Kumaragurubaran has announced that the sub-registrar offices in the state to remain open on March 31.The decision has been taken after the requests from public, commercial and financial establishments, realtors and banks, Kumaragurubaran said in the order. He also directed the sub-registrars to perform registration procedures on March 31, which is the last day of 2017-2018 fiscal year.
