CRDA issues amended notice on bidding process
Single stage tender converted into two stages, revised tender to be made available by August 31.
Hyderabad: In the wake of the High Court's observations on directions to the state government, the AP Capital Region Development Authority has issued an amended tender notification on the bidding process regarding selection of the Amaravati development partner via the Swiss Challenge mode.
It said that the details of the Singapore companies' commercial proposals would be extended to qualified challenging bidders. The tenders have been divided into two stages and the deadline extended for filing counter bids.
The CRDA issued a tender notification on July 17, 2016, calling for counter proposals in Swiss Challe-nge mode for the selection of the Amaravati development partner under Public Private Partnership system. It had set September 1 as the deadline for submitting counter bids.
In the tender notification, the CRDA did not reveal the commercial proposals put forth by the Singapore consortium of companies. Objecting to this, Aditya Housing and Infrastructure Company filed a petition in the High Court. The state government informed the court that they would issue an amended notification to reveal the Singapore consortium's commercial proposals.
In the notification, the CRDA said it had amended the bidding process to enhance the extent of information available to the challenging bidders, whom it had vetted for eligibility and informed them of the commercial proposal of the original proponent (OPP), that is the Singapore consortium. The CRDA issued an addendum cum corrigendum to notify the changes in the overall bidding process, the tender schedule, the process of submission of bids and other changes.
In the changed tender notification, the single stage bidding process is converted into a two-stage one, with the first stage involving assessment of eligibility and declaration of a list of qualified challenging bidders and the second stage involving submission of commercial bids by qualified challenging bidders subsequent to CRDA opening the commercial proposal, submitted by the Singapore consortium in the presence of Singapore companies and qualified challenging bidders.
The CRDA said that the existing tender procedure shall continue and the revised tender notification would be made available on the AP e-procurement portal by 3 pm on August 31, 2016.
