Hyderabad: The Telangana High Court on Tuesday issued bailable warrants against the tahsildhar of Alampur, Jogulamba Gadwal district, for her failure to explain how her office had issued a local candidate certificate to a student who completed her education from Class 1 to Intermediate in Andhra Pradesh.

The High Court bench of Chief Justice Alok Aradhe and Justice N.V. Shravan Kumar on October 4 had directed the tahsildar to explain within two weeks how the certificate came to be issued.

Tahsildar R. Manjula neither explained the reasons nor made any attempt to file a reply. On Tuesday, the court asked government counsel whether the tahsildar’s office was aware of its order. Counsel said the message was communicated to the tahsildar on October 6.

The court took a serious view of the tahsildar’s non-compliance of the orders and issued a bailable warrant. The court directed her to appear on November 10 or face strict action.

In the instant case, the High Court found that the Alampur tahsildar office had issued a local candidate certificate stating that the candidate was staying in Alampur mandal for 18 years, despite the candidate’s study certificate showing that she did her schooling from Class 1 to 10 in Kurnool and Intermediate in Krishna district of Andhra Pradesh.

The court had earlier directed authorities to be careful while issuing local candidate certificates to students, as they would be used to apply for MBBS/ BDS seats in Telangana state. Several students have filed petitions before the High Court stating that the they held local candidate certificates but were rejected by the Kaloji Narayana Rao University for Health Sciences.
