DCP to produce village asst wanted in fake certificate case

Chennai: Madras High Court directed the Deputy Commissioner of Police, Kilpauk, to produce a village assistant who had obtained government employment by allegedly producing a bogus community certificate and evaded appearance before the court in spite of notice being served.
Justice S. Vaidyanathan gave the directive while passing interim orders on a petition from D. Gunasekaran of Vadapalani, who sought a direction to the authorities to initiate appropriate departmental and criminal action based on his representation dated April 2, 2014 against S. Vijayan, Village Assistant, Purasalwakkam, Perambur, for having procured employment by producing allegedly a bogus priority quota certificate.
The judge had issued notices to Vijayan on the earlier occasions, but he did not respond. T.S. Neela, tahsildar submitted that Vijayan has already suspended and explanation had been called for.
Special government pleader S. Diwakar submitted that there was no tahsildar by name Rangan at that point of time who was said to have signed the certificate in dispute.
“From the pleadings, it appears that bogus certificate has been produced by Vijayan, and if the entire relief is granted at this stage, there will not be finality to the issue. There shall be an interim order directing authorities concerned to proceed with departmental proceedings against him, on day to day basis, without granting adjournment for more than two working days at any point of time, apart from initiating criminal proceedings.” the judge added.
