Newly introduced software programme would bring in a lot of transparency in the registration of property documents
Vijayawada: The newly introduced software programme ‘Computer Aided Administration of Registration Department-Property Rights Mutation Made Easy’ would be of immense help to property buyers and sellers, as “it is hassle-free and ensures transparency in every transaction.”
This was stated here on Monday by revenue special chief secretary and chief commissioner for land administration, Sai Prasad.
Speaking to the media, he sought to remove apprehensions among the stakeholders about the functioning of the new software. He explained how it works to make the registration of documents easier.
He said the new system would bring in a lot of transparency in the registration of property documents from the level of finding a link document and verifying the records from other departments like revenue in the webland, to the payment of e-stamp duty and enabling sub-division of property, issue of encumbrance certificate and other revenue records etc.
The software developed in 1999 was being used in the registration and stamps department so far. However, in the wake of a steep rise in the number of transactions, whereas 25 lakh documents were registered in the state last year, the department introduced the new software. This would also eliminate the possibilities of manipulation and human intervention.
The entire system of registration of documents had been streamlined in a way that the stakeholders could generate a document by giving inputs like land survey number, and the names of the buyerand seller, so that a document would be generated automatically. The stakeholders could add any additional clauses if they wanted to, so as to suit their requirement, he said.
The official said that all details could be uploaded through public data entry and the document could be generated -- unlike the earlier practice of moving here and there for getting the link document and making a payment for registration.
The entire process could be done online in a transparent manner, he stated.
Apart from the 294 sub-registrar offices, the state government has delegated powers to the panchayat secretaries in village/ward secretariats where the land resurvey was completed, to go ahead with the registration of documents. This is in addition to providing online payment of registration fee and sub-division of property even before mutation.
