Can't get TC until you pay total fees for new academic year too

Hyderabad: Are you trying to get a Transfer Certificate for your child for changing his/her school for the new academic year 2018-2019? You will not get the TC in ease. Instead you will have to pay the complete fees for the new academic year for the TC.
A parent Shubra Singh alleged that she was asked to pay the entire annual fees and term fees for the new academic year 2018-2019 by St. Andrews School, Marredpally, when she applied for the TC of her child. There are many parents who said that they were facing a similar issue.

Benjamin Herald did not take the TC of his child till now because the school asked him to pay the fees for the entire academic year 2018-2019. “Luckily, the school where I joined my kid did not ask for TC. Otherwise, I would have had to pay the annual fees and term fees to get the TC of my child but what about the situation of other parents who are just forced to pay the fees to get TC.”
Another parent from St. Andrews School, on conditions of anonymity spoke to this newspaper, and said, “I was asked to pay the annual fees and I paid Rs 17,000. The circular by the school authorities tactfully says, ‘Any requisition for TC after February 1, 2018 to March 14 will attract fee for the first month April in next academic year.’ The fact is that the fee for April includes annual fee and term fees.”
Shubra Singh told DC: “We were not issued the TC of my daughter who was in Class IV in St. Andrews school. The last date for informing the school about changing school was January 2018. I informed them on February 6, 2018. As per the school policy, I have to pay them fees for one month (April), monthly fees for April 2018 is '3,700. However, they have asked me to pay Rs 16,200 which includes term fees and annual fees too. I called and met the school authorities and I think it is unfair to charge annual and term fees for students who are opting to change a school. The caution deposit of Rs 16,000 is also with the school.”
The school authorities told this newspaper that they had given a deadline for the parents to inform the schools if they want to change their child from the school but if they are not able to meet the deadline they have to pay the fees for the first month (April) to get a TC.
However, the parents alleged that the school is asking to pay the fees for April month because during the month, they have to pay the admission fees and term fees for the new academic year. Aggrieved parents have approached G. Kishan, the commissioner of school education and the district education officer.
Mr Kishan told the newspaper, “If the parents are facing such problem then they should give a written complaint to us and district education officer in written with the complete details of the child and the school. We will soon conduct an inquiry depending on the issue and we will issue notices to the school asking for an explanation from them. Parents whose kids are studying upto Class VIII need not worry as they need not give TC for admissions as per the rules.”
Criterion for issuance of TCs in St. Andrews School
The circular released by the notice board reads: Requisitions for withdrawal from school during the academic year will attract fee for the month in which TC is applied and two consecutive months thereafter. Parents who wish to withdraw their children from school at the end of the academic year 2017-2018 must apply transfer for the Transfer Certificate (TC) by January 31, 2018. Any requisition for transfer from February 1 to March 14 will attract the fees for the first month (April- for playschool to Class X and June-Classes XI and XII) of the new academic year.
It adds: Requisitions for transfer from March 15 to March 31 will attract the fee for the first three months (April, May, June for play school to Class X and June, July, August for Classes XI and XII). This fee is charged as delay in taking the transfer, depriving another child of admission to St. Andrews. The caution deposit will not be adjusted against any other dues and will be refunded as a cheque only.
