Thiruvananthapuram: The Admission and Fee Regulatory Committee has asked principals at self-financing medical colleges not to collect blank cheques from candidates and take bank guarantee only for the first year of the course. A statement by the committee chairman, Justice R Rajendra Babu, said any demand for excess tuition fees and collection of blank cheques and bank guarantee for future years’ tuition fees (for the second year onwards) would be construed as collection of capitation, as per Section 8 (3) of Ordinance 14 of 2017 and action will be initiated against erring medical colleges under Section 8 (4) of the Ordinance.

The order has been issued in accordance with directions contained in judgments of the Supreme Court and the High Court of Kerala. The committee had received complaints from MBBS students and parents (academic year 2017-18) that some self-financing medical colleges insisted on the production of blank cheques and bank guarantee towards the future years fees.
