Vijayawada: Assembly Winter Session may not be held this time
There is no rule or law to conduct Winter Session compulsorily.
Vijayawada: The Assembly Winter Session for this year might not commence as the Assembly temporary buildings are not yet complete. The TD government plans to conduct direct budget sessions in February at Velagapudi. It is decided that hereafter, no Assembly Session is to be conducted in Hyderabad.
As per experts, the construction works are about to complete and later the interior designing works are to start which will take around one-and-half- month to complete the Assembly buildings to start conducting the sessions.
The Winter Sessions are generally organised in December as a tradition since ages and Speaker felt the same to be continued in this year as in the last year these Winter sessions are conducted starting from December 17, 2015.
Despite many difficulties the state government has strictly come to a decision of Assembly Sessions being conducted only after completion of Assembly buildings in Velagapudi and is even ready to skip the Winter Session if needed.
According to well-placed sources, the state government is in a notion that as there is no rule or legislation to conduct Winter Session compulsorily, but as stated to organise Assembly Sessions for every six months, as the Assembly prorogue time is up to March 6, the state government is taking the chance to skip the Winter Sessions, and want to go for direct Budget Sessions in February.
The Speaker is currently attending Common-wealth parliamentary meetings in United Kingdom. Legislative Affairs Minister Yana-mala Rama Krishnudu did not respond even after repeated efforts.
Opposition YSRC said this clearly showed how considerate the government is in organising the Assembly Winter Sess-ions. When it has decided not to organise Winter Sessions in Hyderabad, at least they should have alternative plan to conduct sessions without compromising, the YSRC said.
YSRC deputy floor leader G. Srikanth Reddy said even when people are suffering with many problems post demonetisation, farmers struggling hard, drought in the state and other issues are prevailing, but still the government is not in a position to organise sessions to discuss over them and but is leisurely constructing its buildings without having minimum concern for the public.
