Vigilance FIRs to have time-frame: Vigilance director Loknath Behera
The assistant legal advisers will have to prepare the second factual report within seven days of receiving the first report.
THIRUVANANTHAPURAM: In a bid to decrease undue delay in vigilance probes, Vigilance director Loknath Behera has prescribed a time-frame for investigation officers, SPs and additional director-generals of police (ADGPs) for preparing factual reports. According to a fresh directive issued by Mr. Behera to all vigilance officials, once an investigation is over, the first factual report should be prepared within 15 days.
The assistant legal advisers will have to prepare the second factual report within seven days of receiving the first report. The superintendents of police and additional DGPs concerned were directed to give their remarks on the factual reports within seven days and 10 days respectively. “It has been brought to my notice that there is much delay in submitting the factual reports and remarks of SPs and ADGPs. This should be avoided,” Mr Behera said in the directive.
The vigilance director also directed that the investigation officers should file final reports before court within two weeks after getting the orders from the directorate. In order to avoid the delay, the investigation officer shall prepare draft reports on the basis of the factual reports even before the remarks of superior officers are received. In another recent directive, Mr Behera directed that all officers should clearly give their opinion along with remarks on the inquiry report on whether further action was required or not.
