KOCHI: The Justice V.R. Krishna Iyer Movement which is spearheading the campaign for setting up the Kochi Cancer Research Centre (KCRC), has come heavily down on Health Secretary Rajeev Sadanandan for justifying the government decision to make INKEL the Special Purpose Vehicle (SPV) for the KCRC project. In a statement, the Movement leader Dr N K Sanil Kumar pointed out that the news reports attributed to him which termed INKEl as the 'local company with expertise' in building hospitals was really surprising.
"According to INKEL website, they have not constructed even a small dispensary. The Health Secretary is only able to cite the example of INKEL developing the treasuries in the state. It creates suspicion in the minds of people when a senior IAS officer, who has the responsibility to give the right advice to the state government, argues the case of a company whose credibility is under a cloud," said Dr Sanil Kumar.
He also said that there are allegations that the Health Secretary is making interventions beyond the limits of a government secretary. Referring to the governtment's tiff with a section of Regional Cancer Centre, Thiruvananthapuram, he said the "Health Secretary seems to be under the firm belief that decisions can be imposed on people through Government Orders by violating all democratic norms."
