Hyderabad: Child adoption rules violated
CAG found the discrepancy in the Government Special Cum Children's Home and Observation Home for Girls at Tirupati and Vizag.
Hyderabad: The CAG has detected violations in child adoption rules in AP.
The CAG’s test check revealed flouting of CARA guidelines and the Juvenile Justice Act in Kurnool where the chairperson of CWC had handed over an infant girl abandoned by her parents to a person without due procedures. The government said that an inquiry was conducted and action would be taken against the chairperson.
The agency also found serious violations in connection with segregation of juveniles in conflict with the law and children in need of care and protection as all of them were kept together in institutions. CAG found the discrepancy in the Government Special Cum Children’s Home and Observation Home for Girls at Tirupati and Vizag.
The superintendents admitted that the homes were run in a municipal elementary school and in a rented building and the children were segregated only as per age and at night due to space constraints. CAG observed, “Vital components to the rehabilitation of the juveniles to facilitate their re-entry into mainstream society, like after-care home, were conspicuously missing,”
