Show-cause notices issued to 829 headmasters of government and private schools by Kadapa district educational officer (DEO) over delays in completing (Automated Permanent Academic Account Registry) APAAR registrations have drawn criticism in the district. TD MLC Ramgopal Reddy from Kadapa observed that such actions tarnish the state government’s image.

As per sources, APAAR registrations are mandatory for all students up to high school level under the "One Student, One Nation" initiative of the New Education Policy (2020). These registrations require several documents, including Aadhaar cards. Minor errors in documents can result in rejection, and rectifying these errors costs parents at least ₹2,000. This has slowed the process across the state, with many registrations pending.
DEO Meenakshi’s issuance of notices to headmasters triggered protests from teachers’ unions, which raised the matter with MLC Ramgopal Reddy. The MLC criticised the DEO's actions and emphasised the need for more time for teachers to gather accurate documents from parents. He promised to escalate the matter to higher authorities to prevent unjustified notices against headmasters.
In parallel, finance minister Payyavula Kesav highlighted the burden placed on parents to rectify documents and urged education minister Nara Lokesh to ease this process. Lokesh reportedly responded positively and promised necessary changes.
