Chennai: Around 44 central public sector enterprises have top level executive positions vacant and some of them have been vacant since 2019.

Out of the 272 operational CPSEs, 44 scheduled operational CPSEs under the administrative control of 25 ministries or departments do not have full-time Chairperson, CMD, MD or directors, the government informed Lok Sabha.

The list of 44 CPSEs include, Bharat Sanchar Nigam, Chennai Petroleum Corporation, Hindustan Copper, Hindustan Petroleum Corporation, HLL Lifecare, HMT and HMT (International), India Tourism Development Corporation, National Handloom Development Corporation, Mazagon Dock Shipbuilders, Southeastern Coalfields, Rashtriya Ispat Nigam and Fertilizers and Chemicals (Travancore).

According to the government, the Administrative Ministry (AM) requests the Public Enterprises Selection Board (PESB) to initiate the selection process for filling up such Board level posts in CPSEs. After obtaining recommendations of PESB, the concerned AM processes the proposal for filling up the Board level posts for approval of the competent authority after completing the prescribed formalities.

As per the guidelines, recommendations to fill Board level vacancies arising from superannuation are generally sent by the PESB six months prior to occurrence of vacancy.

“At any point of time, some posts of full-time functional Directors in CPSEs may be vacant for reasons including occurrence of unforeseen vacancies due to resignation/vertical shift/non-extension of tenure of an incumbent, non-availability of suitable candidates, court cases and decision of the AM to keep a particular board level post in abeyance,” it said.

Heavy Engineering Corporation has posts vacant since 2019, HMT from 2021, National Seeds Corporation from 2021 and Newspace India from 2020.
