Russia Offers to Scale Up Crude Oil, LNG Supplies to India

The energy cooperation figured prominently in meetings Russia's First Deputy Prime Minister Denis Manturov held with National Security Advisor Ajit Doval and External Affairs Minister S Jaishankar on Thursday, people familiar with the matter said

New Delhi: Russia has conveyed its readiness to scale up oil and liquefied natural gas (LNG) supplies to India, offering an assurance on energy security amid the global crisis linked to the West Asian conflict.

Russian First Deputy Prime Minister Denis Manturov communicated the position during meetings with the Indian leadership. On fertiliser supplies, he said Russia had increased shipments of “in-demand” mineral fertilisers to India by 40 per cent by the end of last year and is prepared to continue meeting India’s requirements. He added that “a joint product for carbamide production is under development”.
The Russian Embassy said, “Particular attention was paid (during the meetings) to cooperation in the oil and gas sector. Denis Manturov confirmed that Russian companies have the capacity to steadily increase supplies of oil and LNG to the Indian market,” and added, “Russia and India continue to strengthen the partnership in nuclear energy in line with agreed schedules, the project to construct power units for the Kudankulam nuclear power plant is being implemented.”
The visit comes amid indications that Russian President Vladimir Putin may attend the BRICS Summit to be hosted by India, likely in September.
Manturov called on Prime Minister Narendra Modi and held separate talks with National Security Advisor Ajit Doval and Finance Minister Nirmala Sitharaman. He also co-chaired the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC), New Delhi said in a statement on Friday. External Affairs Minister S. Jaishankar was also part of the engagements.
The visit coincided with that of Vladimir Yakushev, Secretary of the General Council of Russia’s ruling United Russia party, who met Lok Sabha Speaker Om Birla and Rajya Sabha Deputy Chairman Harivansh Narayan Singh.
India and Russia have held three high-level engagements over the past week, with discussions focusing on energy, fertiliser and food security amid the ongoing West Asian conflict.
Last week, Foreign Secretary Vikram Misri held Foreign Office Consultations with Russian Deputy Foreign Minister Andrey Rudenko in New Delhi, during which the West Asian situation was discussed.
Russian First Deputy Prime Minister Denis Manturov, who concluded his two-day visit on Friday, also held a bilateral meeting with External Affairs Minister S. Jaishankar on Thursday. According to officials, the two sides “exchanged views on regional and global developments including the conflict in West Asia”.
The implications of the conflict on fuel, fertiliser and food security, along with India-Russia energy and fertiliser trade, were also discussed, particularly in the context of India’s dependence on Russian oil.
New Delhi said, “Both sides held wide ranging discussions focusing on trade, industry, energy, fertilizers, connectivity and mobility in addition to new opportunities in technology, innovation and critical minerals. The two sides also reviewed the progress on the implementation of the various outcomes of the 23rd India Russia Annual Summit held in December last year. The co-Chairs (Manturov and Jaishankar) also exchanged views on regional and global developments including the conflict in West Asia.”
It added, “First Deputy Prime Minister Manturov, who is also the co-chair of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC), along with External Affairs Minister Dr. S. Jaishankar, held a bilateral meeting with the EAM on April 2 in New Delhi. … First Deputy Prime Minister Manturov’s other bilateral engagements included a call on Prime Minister Narendra Modi and meetings with the Minister of Finance and Minister of Corporate Affairs Nirmala Sitharaman, and National Security Adviser Ajit Doval.”
Manturov called on Prime Minister Narendra Modi in New Delhi on Thursday evening and briefed him on progress in bilateral cooperation across key sectors.
According to the Prime Minister’s Office (PMO), the discussions covered “the progress in various areas of mutually beneficial cooperation, including trade and economic partnership, fertilizers, connectivity and people-to-people ties”.
In a statement, the PMO said, “The Prime Minister recalled the successful visit of (Russian) President Vladimir Putin to India in December, 2025, for the 23rd India-Russia Annual Summit. He expressed satisfaction at the sustained efforts being made by both sides towards implementation of the outcomes from the Annual Summit, aimed at further strengthening the India- Russia Special and Privileged Strategic Partnership. PM (Modi) extended warm greetings to President Putin and said that he looked forward to their continued exchanges.”
Later, Prime Minister Modi posted on X, “Pleased to meet Russia’s First Deputy PM Denis Manturov. We discussed our mutually beneficial cooperation in trade, fertilizers, connectivity and people-to-people ties. Welcomed the sustained efforts from both sides to implement the outcomes of the 23rd India-Russia Annual Summit held during President Putin’s visit to India last December.”
External Affairs Minister S. Jaishankar also posted on X, “Pleased to host First DPM Dennis Manturov of Russia today in New Delhi. Had in-depth conversation on our bilateral cooperation focusing on trade, industry, energy, fertilizers, connectivity and mobility. As well as new opportunities in technology, innovation and critical minerals.”
The meetings reviewed progress on bilateral cooperation and implementation of outcomes from the annual summit.
Meanwhile, the EAM also met Yakushev who said, “We held a number of meetings in both houses of parliament, where we discussed the prospects for our inter-parliamentary cooperation. It should be noted that our cooperation is already at a high level, but I believe that given the current state of relations between India and Russia, which are being built through regular contacts between our leaders, Vladimir Putin and Narendra Modi, inter-parliamentary cooperation could reach even higher levels. This was the main topic of discussion today. We also discussed the need for closer bilateral contacts. And, of course, we discussed issues related to our cultural exchanges and the development of our economic cooperation. Therefore, we see quite serious and large prospects here.”
