HYDERABAD: Justice Mummineni Sudheer Kumar of Telangana High Court dismissed a writ petition filed by PG medical students, who sought exemption from serving the government on the completion of their studies. The petitioners were admitted in the PG course in 2019 and executed an undertaking to serve the state government for one year.
The petitioners Abhinav Singla from Punjab, Mayur Khatri from Maharashtra, Leons Joy from Kerala and four others from Andhra Pradesh and Telangana contended that the concept of rendering government service after completion of post-graduation introduced by virtue of amendment to the Telangana Medical Practitioners Registration Act, 1968, through the Telangana Medical Practitioners Registration (Amendment Act,2013) wherein rendering of rural medical service has been made compulsory to enable them to get their names registered with the Telangana State Medical Council.
They further contended that the said Act was further amended in 2018 and that the requirement of serving in rural areas was dispensed with. As they had signed bonds in 2019, they were not required to undergo the compulsory rural service.
On the other hand the state contended that the amendments to the Telangana Medical Practitioners Registration Act, 1968, is about registrations as doctors and does not deal with PG courses.
Perusing all the contentions and while also taking into consideration that almost more than 890 candidates reported to work in the interiors and that only seven had approached the court, the High court dismissed their plea.
