Kiran Kumar Reddy, Speaker differ on Telangana Bill
Hyderabad: A new controversy erupted on Monday with Chief Minister N. Kiran Kumar Reddy and Assembly Speaker Nadendla Manohar giving divergent statements over the Telangana Bill in the House.
Manohar said during the BAC (Business Advisory Committee) meeting on Monday that voting would be allowed only on the clauses in the Telangana Bill.
When a member asked about voting on the Bill itself, the Speaker has categorically said that voting should be held on the clauses only, and not on the Bill as only “expression of views” was allowed on it.
However, when Kiran Kumar Reddy was asked about the voting after the House adjourned for the day, he said that voting would be held on the clauses, the Bill and on everything.
“Without voting on the Bill how can they (Centre) know the Assembly’s views?” Kiran Kumar Reddy questioned. He said that the Speaker had asked the members to give in writing not their opinions on the Bill, but the amendments to the clauses only.
After coming to know about the voting on the clauses in the Telangana Bill, ministers K. Jana Reddy, P. Sudarshan Reddy, Ponnala Laxmaiah and others met the Speaker and requested him not to allow voting on any issue but only to allow the members express their opinions on the Bill and on the clauses too. The Speaker, however, kept his own counsel.
Earlier too, on the introduction of the Telangana Bill and starting the debate, the Chief Minister and Assembly Speaker had expressed different opinions. Manohar had said the Telangana Bill had been introduced in the Assembly and discussion on it had also started.
The Chief Minister, however, had said that the Telangana Bill had only been tabled at the House, not introduced, as it should be done by the government.
During the BAC meeting on Monday, MIM member Akbaruddin Owaisi asked the Speaker whether the discussion on Telangana Bill had started or not. To this Manohar replied that the discussion had indeed started.
Meanwhile, TRS members Etela Rajendar and T. Harish Rao expressed happiness regarding the Speaker’s decision on the debate.

Hyderabad: Telangana MLAs from all parties, especially TRS, are in upbeat mood over Speaker Nadendla Manohar’s decision to seek amendments to Telangana Bill in written format from MLAs in the AP Reorganisation Bill in view of continuous disruption of Assembly.
“It’s a victory of Telangana people. We welcome it. Telugu Desam president N. Chandrababu Naidu proved his Samaikyandhra stance by asking Gali Muddukrishnama Naidu to seek return of Telangana Bill to the President at the Assembly Business Advisory Committee meeting,” TRS floor leader in the Assembly Etela Rajender said. Telangana MLAs say Speaker’s decision will increase support for Telangana from even Seemandhra region.
