Chennai: Sub-registrar offices to teach online registration

District registrars should conduct day-long sessions on Saturdays in addition to evening training sessions, .

CHENNAI: With property registration in the state going online, the state registration department has directed its district registrars and sub-registrars to conduct training sessions for the public and lawyers to help them in understanding the new process.

In a recent departmental circular, J. Kumaragurubaran, Inspector General of Registration Department, said that sufficient training on online registration of common documents such as sale deeds and settlement deeds have been given to the general public, lawyers and document writers. However, representations were received requesting training sessions pertaining to lease deeds, transaction documents, court orders and others from stakeholders, the circular added.

Following the representations, Kumaragurubaran has directed sub-registrars to conduct training sessions to document writers, general public and lawyers on everyday evenings.

“District registrars should conduct day-long sessions on Saturdays in addition to evening training sessions,” the circular added.

According to the circular, the deputy inspector generals would conduct sessions in presence of representations from CREDAI, builders and real-estate associations. The officials have been also directed to complete the training sessions before February 14.

The training would be given by TCS team that developed STAR 2.0 software that enables the online registration in the state.

“The IG has directed to send schedules of the training sessions and travel plan of deputy inspector generals before Monday,” a department official said.

Initially, the online registration system had been implemented in 154 sub-registrar offices on the pilot basis from July.

Although the 'project star' is yet to be officially launched, the online registration has commenced at 575 sub-registrar offices on trial basis.“The new system has been extended to all sub-registrar offices from December 14, though on the pilot basis. On any given day, roughly 8,000 documents are being registered in the state. On auspicious days, the count would go up to 10,000.

Now nearly 4,500 documents are registered in paperless mode every day,” the official said.Initially, the online registration system had been implemented in 154 sub-registrar offices on the pilot basis from July.The online registration has commenced at 575 sub-registrar offices on trial basis.
