Hyderabad: Minority institutions are facing difficulties delivering services due to non-availability of Muslim officers in senior ranks. The state government is forced to run multiple institutions under a single officer.
Right now, three officers are heading seven institutions, which affects the functioning of these institutions. There are few Muslim officers of deputy secretary and assistant secretary rank in the state and most of them are not ready to serve in the minority institutions.
Mr Shahnawaz Qasim, an IPS officer, was deputed as director, minority welfare and holds additional charge as chief executive officer of the Wakf Board. Mr B. Shafiullah, an IFS officer, is deputed as secretary, Telangana Minorities Residential Educational Institutions Society (TMREIS) and has been given full additional cha-rge of director, Minori-ties Study Circle.
Mr M.A. Waheed, a retired IFS officer, is holding three posts — managing director, Mino-rities Finance Corpora-tion; Secretary, Urdu Academy and Executive Officer, Haj Committee. Chief Minister’s adviser A.K. Khan is a retired IPS officer.The minorities welfare department oversees the Minorities Residential Educational Institutions Society, Wakf Board, Haj Commi-ttee, Urdu Academy, Minorities Finance Cor-poration, Centre for Edu-cational Development of Minorities Welfare, Min-orities Study Circle and Christian Minority Fi-nance Corporation.
Macca Masjid and the Royal Mosque are under the direct control of the department. It provides monetary aid to ‘Dairatul-Maarif-il-Osmania, which functions under the administrative control of Osmania University.
All these institutions are working without the sanctioned cadre stren-gth. There has been no recruitment to regular posts in many institutions for two decades. With a large number of the employees having retired, their seats are taken by those hired on outsource basis. This staff now outnumbers the regular employees.
