Madras High Court raises 12 queries to MCI, Govt on Neet

Bench on Friday said it was true that Neet was being conducted as per the directions of the Supreme Court.

Chennai: With a view to providing a level playing field for all the students while conducting Neet and to clarify the confusion caused by conducting of examination by CBSE, the Madras high court has posed 12 queries to be answered by the Medical Council of India, Union and Tamil Nadu state governments, by June 27.

Passing further orders on a petition from Dr P Ramachandran, a division bench comprising Justices N. Kirubakaran and V. Parthiban said since all India ramification regarding medical admission would be caused, this court feels it appropriate to refer the matter to the Chief Justice for necessary orders.

Keeping the larger issue in the petition pending, the bench had on May 5 directed the MCI to consider and pass orders on a representation which sought a direction to it to make admission to MBBS course based on the marks obtained in the Neet along with marks secured in the Plus-2 examination.

Taking on file, the communication issued by the MCI disposing of the petitioner's representation, the bench on Friday said it was true that Neet was being conducted as per the directions of the Supreme Court. This court was only interested in the conduct of Neet providing a level playing field for all the students as per the directions of the apex court. Nationwide single examination for admission into medical colleges was appropriate, however, when students have undergone learning under different boards at national and state level, how CBSE could be selected to conduct the exam and raised some queries.

The queries includes Is it possible to determine the caliber or intellect or merit of the students by a single Neet conducted by CBSE, when students are studying in various systems? When questions are set up by CBSE, will it not be easy for the students who study under the CBSE stream and difficult for the non-CBSE students? Would it not enable the CBSE students who constitute only about 5-10 percent of the total candidates to grab the maximum number of seats in the medical admission as the question papers are set up based on the CBSE syllabus? Is it not necessary to provide level playing field to all the students while conducting Neet by CBSE, especially when different system of education are in existence in various states? Will it not be appropriate to combine the plus-2 marks and Neet marks in equal percentile to determine the caliber or merit of the students more accurately than to determine the same based on the single examination alone?
