PD Act fails to be a deterrent

Hardened criminals fail to reform; resume previous ways once out of jail.

Hyderabad: Invoking the Prevention of Dangerous Activities Act (PD Act) is having little impact on notorious law breakers as criminals continue their activities once out of jail. As a result, the efforts put in by the police to keep the rowdy elements and offenders out of the society, is not giving the desired results in some cases.

Time and again there have been cases of criminals detained under the PD Act and creating trouble after they are released. The state police is exercising the provisions of the PD Act against criminals involved in multiple cases to keep them under detention and prevent offences.

“The PD Act is invoked against notorious offenders who are a threat to public safety. In a few cases, the criminals resume their activities after coming out of jail and we detain them once again,” DCP (South) V. Satyanarayana said.

He explained that the police have been successful in curbing crimes to a great extent by invoking the PD Act. “Members of several gangs including the infamous Irani gang, the Pardhi gang and history sheeters were detained by the police under the PD Act. History sheeters including Jungle Yousuf and Chor Khaiser of Mallepally have mended their ways," Mr Satyanarayana added.

Another official said that preparing the proposals for the PD Act itself is a herculean task, as 15 copies of the document running into 100's of pages are to be prepared and submitted before the committee for approval. "But the effort has paid off in most cases as the public feel safe that crimes have reduced for at least a year, especially when it comes to those involved in bodily offences," he informed.
