Speaker KR Ramesh Kumar puts cap on spending by secretariat staff

The revised rule are applicable to both the Legislative Assembly and Legislators' Home staff.

Bengaluru: To make sure the secretariat staff do not misuse funds and cause loss to the state exchequer, Assembly Speaker K.R. Ramesh Kumar has annuled a Government Order(GO) issued on February 21, 2018 giving financial powers to staff and has capped the expenditure which can be incurred by different categories of officials working under him.

The revised rule are applicable to both the Legislative Assembly and Legislators' Home staff. Henceforth, the Speaker's permission is a must for all financial transactions in the Assembly secretariat and all proposals must contain specific details of expenditure that would be cleared by the presiding officer of the Lower House.

According to revised rules, under secretary and equivalent officers are given powers to sanction up to Rs 25,000; deputy secretary and equivalent officers up to Rs 50,000; joint secretary and other equivalent officers up to Rs 75,000; secretary up to Rs 1 lakh, and the Speaker has powers to sanction expenditure above Rs 1 lakh.
