Black spots: Expert slams BBMP’s garbage collection

Micro planning is designed based on old data.

BENGALURU: While BBMP is aiming to secure a berth in the top 20 Swachha Survekshan rankings, an expert claims it may not succeed as it is relying on outdated data.

Solid Waste Management expert Ram Prasad pointed out that unless the BBMP gets real data on the number of households, garbage will still be thrown on streets and footpaths.

He pointed out that while the BBMP revenue record would have listed a building as single storey, but over the years it may have illegally added more floors and all this is not taken into consideration during garbage generation and collection.

In the present set up BBMP is following a micro plan under which it has assigned an auto tipper and the required manpower to every 750 households to collect garbage. What we have been urging the BBMP is to have a robust micro plan, which is the very foundation of the garbage collection and transportation, Prasad said.

If the foundation is weak, then everything above it will be weak. Why are we still finding black spots at every corner of the streets? This is just a reflection of the poor micro-planning, he explained.

Micro planning is designed based on old data. In reality, there are many buildings which were once just one storey, have almost built five to six-storey. So if the BBMP allots pourakarmikas, pushcarts and auto tippers to collect garbage based on old data, it will be missing several hundreds of houses which have been added over the years, he said.

Suggesting a way out Prasad said, “Ward committees, corporators and solid waste management experts should be handed over the responsibility of preparing a robust micro plan. It is the people of the ward who will bear the pain if the system is not proper. So if they are given this task, they are sure to handle this efficiently.”

Each ward should be given 15 days time to take a survey on the total households and chart their micro plan, he suggested.

BBMP Commissioner Manjunath Prasad was not available for comments.
