Hyderabad: No Objection Certificate to Vijayasree Developers cancelled
Hyderabad: Yet another land scam has surfaced in Telangana state even before the Miyapur fraud comes to a conclusive end. A confidential report issued by former principal secretary S.K. Sinha, after an investigation, reveals that 73 acres of government land in Survey No. 52 in Turkayamjal village, Hayatnagar has been allegedly sold to a number of people.
This newspaper accessed the confidential report titled ‘Final report in respect of Turkayamjal (Sy no 52/8) - Hayathnagar mandal of RR district. Pending detailed scrutiny of other sub division no in Sy No. 52.’
This official report said, “While examining the specific complaint about 10 acres of land grabbed by private party in Sy No 52/8, it has come to notice that other sub divisions numbers of Survey No. 52 of land measuring 38 acres has been grabbed adopting irregular practice. During investigation, the task force called for 14 files from the MRO (Hayathnagar in 2015) but only four files were submitted, the officials of the mandal informed that the files are “missing.”
The official report is critical of the habit of declaring files conveniently “missing”.
It says: “It has become a fashion by the field functionaries from the level of collector’s office down to level of mandal office to say that the files are missing, this phenomenon must to dealt very firmly by those who have authority to deal with, otherwise after committing the fraud by converting government land to private, all such files will be declared as “missing”or “untraceable”(sic).
Following this report, the No Objection Certificate illegally issued to the developer Vijayasree was cancelled but the missing files pertaining to the 32 acres of land are still an issue.
The 10 acres of land was first sold to one B. Lingaiah who in turn sold it to Vijayasree Developers. After the task force alerted the government, the mandal officer at Hayatnagar cancelled the NOC issued to Vijayasree Developers.
Aggrieved at the cancellation of the NOC, Vijayasree approached the High Court.
The state government was asked to file a counter affidavit which is what prompted the investigation, and based on the report, the court observed that the government did not follow due process while cancellation and asked them to follow rules before taking further action.
The case regarding the 10 acres is thus pending. But the task force also recommended criminal action against functionaries working in the mandal office. Yet no action has been taken against them even though the team has alerted the government of the role played by its own officers in the scam, said M. Padmanabha Reddy, general secretary of the Forum for Good Governance, who sought information on the action taken in this particular case.
