Film Nagar had permission for two floors, built three, says GHMC
Hyderabad: The third floor of the Film Nagar Culture Centre at Jubilee Hills is unauthorised, according to the GHMC. The corporation had accorded permission to the club in 1996 to build the ground floor and two upper floors with a built-up area of 1,270 square metres. After obtaining sanction, club officials deviated from the sanctioned plan and constructed ground+3 floors.
The club submitted an application under the Building Penalisation Scheme for regularisation of the deviations and unauthorised constructions. The BPS application could not be considered as the applicant has not paid the full penal amount and the no-objection certificate from the Fire services department had not been submitted.
GHMC sources said that in September 2014, when the club was undertaking some other construction work without permission from the GHMC, in violation of building rules, a notice under Sections 452 and 636 of the HMC Act were issued.
The club filed a case (O.S. No. 78012014) in the city civil court against the GHMC and obtained an injunction order. The GHMC filed a counter affidavit for vacation of injunction orders, and the matter is still pending.
Hyderabad police grill Centre’s contractor
A day after part of an under-construction portico of the Film Nagar Cultural Centre building collapsed leading to the death of two workers, the West Zone police interrogated construction contractor Konda Rao, who has been booked for negligence.
The investigation team has found that the materials used in the initial stage of construction were substandard. Officials are now verifying whether the FNCC president and secretary were responsible for the unsafe construction. No arrest has been made in the case.
“We are examining all the angles and verifying the details given by eyewitnesses and victims. The probe will reveal what went wrong and who are responsible,” said Mr Uday Kumar Reddy, ACP Banjara Hills.
The probe team has taken help from engineers and experts to find out the main reason for the collapse. They found that the pillars, which were supposed to support a portion of the building, suffered damage minutes before the collapse. Cheap reinforced concrete had been used without sufficient iron rods during construction of the pillars, said sources.
The police will verify if the suspects had carried out the construction work this way in order to divert funds. The probe will also look into other malpractices during the construction.
The West Zone police had booked a case against FNCC’s president and secretary besides the contractor and engineer for their negligence following a complaint from the victims.
