Hyderabad: NCC directorate under scrutiny for graft case

NCC cadets who have participated in NCC Games at National Level will be covered for the reservation of 2 per cent in NCC category.

Hyderabad: The Directorate of National Cadet Corps for Telangana and Andhra Pradesh, which falls under the Ministry of Defence, has been put under scrutiny regarding allegations against officers who issued certificates to non-eligible candidates. This in turn led to them securing MBBS/BDS under the NCC quota.

Medical seats in TS which run into lakhs of rupees per academic year were sought for few thousands because non-NCC candidates were prioritised by Directorate officials.

The High Court, in a direction dated August 24, ordered The Director General – NCC to appoint a senior rank officer from New Delhi to investigate the allegations against the state directorate officials.

The state government, per academic year, allocates 2 per cent of MBBS and Dental seats to candidates under the NCC quota, which is double the percentage of sports quota.

In a petition filed by NCC candidate Rani Aishwarya, who alleged fraud in the scrutiny process carried out by the Directorate, while prioritising candidates seeking medical seats, the court was informed, “The NCC Directorate issued certificates to candidates who participated as ‘guest’ in the Republic Day parade - New Delhi and not who were part of the camps since its inception.”

“Based on these certificates, MBBS/ BDS seats were secured by undeserving candidates. Between 2016-2017, 23 seats were occupied and 28 between 2015-16,” the petition read.

The HC pulled up the Directorate. In an order, it said, “It appears that the NCC Directorate has been taking an inconsistent stand with regard to the events organised and the sports activities conducted by self-regulating bodies. The sponsorship has become a matter of serious dispute without any clarity. The Additional Solicitor General shall inform the Director-General of NCC to depute a responsible officer of Superior Rank known for impeccable integrity to go over to Hyderabad.”

“Before such an officer, nominated by the GD, the Kaloji Narayana Rao University –TS, shall place the record of all candidates, who applied under the NCC quota. The officer shall scrutinise the credentials of the candidates, who applied under the NCC quota to find out whether appropriate priority has been accorded by the local Directorate and furnish the same to the court,” the court said.

The Court also issued two more directions that are the Standing Counsel of the Kaloji Narayana Rao University-TS, shall furnish a list of candidates allotted seats.
