Cops issue detention notice to person already in jail; HC seeks govt clarification
HYDERABAD: A two-judge bench of the Telangana High Court, comprising Justice Abhinand Kumar Shavili and Justice Pulla Karthik on Wednesday issued notices to the state government in a habeas corpus writ petition. The petition was filed by one B. Sanjeev, a resident of Mallampalli village challenging the detention orders issued against his father B. Mansingh. Counsel for the petitioner contended that the detenue was lodged in the central prison at Cherlapalli when the commissioner of police, Cyberabad issued fresh detention orders.
The special government pleader contended that Mansingh was a repeated offender and opening of a rowdy-sheet was pending against him. The court directed the state to ascertain whether a detention order can be issued against a person, who is already in jail and asked the state to produce the detenue before the court during the next hearing, which has posted to after two weeks.
Produce ‘kidnapped’ girl, HC tells govt
The same Telangana High Court bench in yet another habeas corpus petition asked the state government to produce a ‘missing’ girl in person on February 22. The petition was filed by Syeda Husna and Syed Abdul Raheem, parents of Syed Juveriya, a 20-year-old girl from Bahadurpura contending that their daughter was missing. The counsel for the petitioner contended that their daughter was kidnapped and a missing case was filed to trace her. The special government pleader said that the girl left for Ahmedabad on her own will and married a man of her choice. He said that the police had recorded her statement and closed the case. The court directed the police to produce the girl before it on the next date of hearing so that parents of the girl can meet her. The case will next be heard on February 22.
Funds for constituencies: BJP leader accuses govt of bias in petition
Justice K. Madhavi Devi of the Telangana High Court heard in part, a writ petition questioning the non-allotment of special development funds to Dubbak Assembly constituency in Siddipet district. The petition was filed by its sitting legislator M. Raghunandan Rao questioning the bias against him. He said that many developmental activities have been stalled in the absence of funds.
Rachna Reddy, counsel for the petitioner, contended that as the petitioner is from an opposition party (BJP), the government was holding back funds though other constituencies are getting their funds. She said that the locals were paying a heavy price because they did not vote for the ruling party candidate. The court posted the hearing to February 13.
