Inquiry against in-charge RI seen as farce

Khammam: The inquiry into matters relating to the charge-memo issued against junior assistant/in-charge revenue inspector P Lokesh, who made false PTINs on vacant house sites and caused problems to house site owners, has turned out to be a big game.

Khammam municipal commissioner Adarsh Surabhi had appointed assistant municipal commissioner B Malleswari as inquiry officer. She was asked to inquire into the charge-memo issued against Lokesh. However, it emerges that she herself is facing an inquiry into some irregularities in KMC.

Sources said she is facing serious charges and a probe by the vigilance and enforcement director on payment of full salary to K Srinivasu, senior assistant/revenue inspector for the duration of his suspension period. Based on this, municipal administration director N Satyanarayana issued her a memo and directed the KMC commissioner to furnish the names of the other concerned staff and officers who processed the salary bills of Srinvasu for the period from 23/12/202 to 22/01/2021 against the norms. The inquiry is currently on.

She was among the officers, who signed on the file sanctioning full monthly salary of `63,862 to Srinvasu for the duration of his suspension period.

In another case too, she faced Vigilance and Enforcement probe into alleged irregularities in utilization of services of outsourcing sanitary workers.

Malpractices by employees of the Khammam Municipal Corporation continued without any fear. A Vigilance and Enforcement report said, “It is alleged that the officers colluded with some outsiders and engaged their services in place of absentee workers without the knowledge of KMC commissioner and of the outsourcing agency Mahatma Gandhi Town Level Federation.”

The woman appeared before the vigilance inquiry at Warangal. Blame is principally on her as she was incharge of the KMC’s lot of outsourcing workers.

Pertaining to the charges against P Lokesh, the property document no-1051/1995 that was shown for creating six PTIN numbers for the property of P Venkateswarlu is located on an 80-feet Bypass Road in Khammam. The same document number was wrongly shown in the PTIN assessment on a vacant site at Kaikondaigudem. Encumbrance certificate was not produced while issuing the property tax identification number.

“The sub-registrar office should identify whether the document is original or fake. The same RI has not assessed the property tax on the prime properties located Sriram Hills, New Bus Station and commercial apartments,” reports said.
