Safety takes a backseat at public health centre in Medavakkam

Clinic becomes hub for anti-social elements, doctors demand police outpost.

Chennai: The government Primary Health Centre (PHC) at Medavakkam could have been upgraded to a 30-bed-hospital 8 years ago, but it is appalling that the necessary infrastructure and security measures seem to be a far cry at the unit, which serves more than 500 patients a day.

In a recent incident, a group of three in a motorbike rammed into the hospital and abused the hospital staff, resulting in an altercation. The trio was allegedly upset with the hospital authorities for not admitting their relative, who was in labour.

“Having noted some complications in the case, we refused to admit her. We are not equipped with emergency services like Ventilator ICUs to take the risk. We could not console the agitated family members,” a doctor, seeking anonymity said, wishing that the facility had a police outpost.

Only after two hours of giving a complaint did patrol cops reach the hospital, explained the doctor. “Luckily, the family members had understood the situation. In many situations, we are attacked by the distressed members,” he added.

Police presence in hospitals not just prevents deterioration of patient-doctor relationship, but also accentuates safety in the premises. Take the Medavakkam PHC for example. The medical unit, which serves a model for all the hospitals in South East Asia, has another title: Temporary bar for miscreants.

Broken beer bottles and cigarette buds in the surroundings of the hospital explain much about the lack of safety and security here.

No matter how severe the ailment is, residents do not consider visiting the hospital during night. Supporting the statement, A. Palanisami, a Medavakkam resident said, “My daughter fainted one night and was in the need of emergency first aid. I took her to a private hospital, even though it was far. I was scared of alcoholics who occupy the entrance.”

A doctor confirming the presence of anti-social elements revealed in an uncomfortable tone, “You could also see prostitutes and pimps during the dark. It is so unsafe.”

The hospital does not have full time security personnel: A worker acts as a security guard in the daytime.
