No state funds benefited tribes: SM Vijayanad
Chief Secretary laments that even People's Plan failed to uplift them.

Thrissur: The members of the tribal communities in the state, forming 1.5 per cent of the total population of the state, has not benefited despite the implementation of People’s Plan programme for the past 20 years, S.M. Vijayanad, Chief Secretary, said on Wednesday.
Projects such as waste processing and organic farming considered as priority areas under the People’s Plan needed well defined political perspective for successful implementation, he said while delivering the Achutha Menon Memorial Lecture on People’s Planning Second Phase: Possibilities and Challenges.
The one-lakh neighbourhood groups under the Kudumbashree Mission are having the participation of 40 lakh families. “If we expand this base the development projects planned in the second phase can be implemented successfully”, he said. Mr. Vijayanand has also pointed out that the services of the experts were not available for all panchayats and this has adversely impacted the implementation of projects.
“The cooperation of the officials was also not forthcoming”, he added. Despite such constraints the people’s planning succeeded in bringing development to some of the underdeveloped areas in the state, he added.
Stressing the People’s Campaign has helped in bringing participation of the people in the development project Mr. Vijayanand has also pointed out that the incidence of disruption of development due to political differences are also on the decline.
