Tamilisai rejects Dasoju, Kurra MLC nominations under Governor's quota
HYDERABAD: Governor Dr Tamilisai Soundararajan has rejected the nominations of BRS leaders Dr Dasoju Sravan and Kurra Satyanarayana as MLCs under the Governor’s quota as requested by the state government, setting the stage for another round of acrimony between Raj Bhavan and Pragathi Bhavan.
The Governor, in separate communications to the Chief Secretary on the two nominations, said that neither Dr Sravan nor Satyanarayana met the criteria laid out for nominations under the Governor’s quota as per provisions of Article 171 (5). In her communiqués dated September 19, she said: “My earnest request to the Cabinet and the Chief Minister is to avoid such politically aligned persons to fill up nominated posts under Article 171(5) of the Constitution of India, defeating its objectives and enactment.”
The Governor had previously held back approval for the nomination of another BRS leader, Padi Kaushik Reddy, under her quota. With no headway on the issue, the BRS nominated Kaushik Reddy for election under the MLA quota, and was chosen unopposed.
In the case of Dr Sravan, the Governor said “the summary of Dr Dasoju Sravan Kumar indicates his active participation in politics, corporate and academic sectors. His summary does not indicate any special achievements in literature, science, art, cooperative movement and social service, which appears to be from the summary a short tenure.”
On Satyanarayana, Dr Soundararajan said that his summary “indicates active participation in politics and corporate trade union activities. His profile summary does not indicate his special knowledge in literature, science, art, cooperative movement and social service, which appears to be from the summary a short tenure.”
Dr Soundrarajan said, “There are several eminent non-politically affiliated people eminently recognised in our State, fulfilling the pre-requisites prescribed U/A 171(5) of the Constitution of India. Non-consideration of those people and consideration of politically aligned persons to fill the post earmarked for nomination in those fields will be a de-recognition of the merits and the non-recognition of the contribution of those people with special knowledge and experience in the fields mentioned in Article 171(5) of the Constitution of India and these sorts of nominations intending to fill up the specially nominated posts will make the Article 171(5) purposeless, which may not be the intention of the Legislation and it will take away the opportunities to genuine people fulfilling those qualifications.”
