PIL filed in HC against new system of property registration
VIJAYAWADA: A public interest litigation (PIL) has been filed in the Andhra Pradesh High Court challenging the newly introduced system of registration of property documents called CAD-PRIMME. The petitioner, Kothapalli Sivaram, a resident of Kankipadu, argues that the new system is against the norms of the Registration Act and the Indian Evidence Act.
The CAD-PRIMME system allows for the registration of property documents at village/ward secretariats, without the need for a physical visit to the sub-registrar's office. The petitioner argues that this system is flawed because it does not require the signatures of witnesses on the title deeds, which is a requirement under the Registration Act. He also argues that the system is not secure, as it allows for photocopies of registration documents to be used instead of the originals.
The petitioner has asked the court to strike down the GO issued by the state government that introduced the CAD-PRIMME system. He has also asked the court to direct the government to ensure that all property registrations are done in accordance with the Registration Act and the Indian Evidence Act.
