AP Assembly passes three bills on second day

VIJAYAWADA: The AP Assembly unanimously passed three bills on the second day of the monsoon session on Friday. One was to repeal the Vaidya Vidhana Parishad Act, of 1988. The others were the Special Security Group Bill-2023 and the Aadhaar (targeted delivery of financial and other subsidies, benefits, and services) Bill-2023.

Health minister Vidadala Rajini said there was no financial autonomy for the commissionerate of the Andhra Pradesh Vaidya Vidhana Parishad (APVVP) and it was entirely reliant on grants-in-aid from the state government, instead of generating its own funds as provided for in the Act.

The expenditure of pay and allowances to the staff working in APVVP was met from the grants-in-aid only.

She said the government proposes to convert APVVP from an autonomous body to a Government Department (HoD) as the directorate of secondary health was duly repealing the Vaidya Vidhana Parishad Act, 1986 (Act No.29 of 1986 with amendments up to 31.03.1989)." There was no additional financial implication, as the salary structure was the same for state government employees and APVVP employees, both regular and contract, and Outsourcing employees, she said.

Home minister Taneti Vanita said the newly created SSG of the Intelligence Department is entrusted with the responsibility of providing proximate security to the chief minister and his family members. “To further enhance the credibility and legitimacy of the SSG organisation and to ensure accountability, the enactment of legislation is proposed. This would provide the necessary legal framework for its operations,” she said.

Industries and Commerce Minister Gudivada Amarnath said Andhra Pradesh was at the forefront in implementing various schemes for the socioeconomic development of various sections of the society. The government proposed to use the Aadhaar number for the identification of beneficiaries for various government schemes in alignment with the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits, and Services) Act, 2016, and its subsequent amendments.

Accordingly, the state government has decided to enact a new legislation for Aadhaar.
