Single window clearance on cards for EV charge point operators
Hyderabad: The Bureau of Energy Efficiency (BEE), under Ministry of Power, in consultation with Central Electricity Authority, has issued a draft Standard Operating Procedure (SOP) for a single window system for grant of electricity connections by distribution companies (Discoms) to EV Charge Point Operators (CPOs) with minimum documentation.
The BEE has invited all stakeholders to provide their inputs or comments on the draft SOP in 30 days to spandita@beeindia.gov.in and rahul.juyal@beeindia.gov.in.
The SOP proposed for granting electricity connection is as follows:
The State discom should develop an online portal if they don't already have, for receiving applications for grant of public EV charging connections online. The Charge Point Operator (CPO) must fill the application form and upload documents online including clearances from other agencies, if any.
The discom should examine and review the application and verify the supporting documents submitted by CPO within three days of submission. Post the review of the application, the discom may send back the application to the applicant, in case of any discrepancy, to be re-submitted within three days.
Once an application complete in all respects is received by it, the discom should conduct technical feasibility of the desired location and provide electricity connection in terms of the timelines prescribed in the Electricity (Rights of Consumers) Rules dated Feb 22, 2024.
Post the grant of electricity connection by discom, the CPO must visit the site, install the EV charger and the required electrical infrastructure. Post installation, the CPO will submit the documents through the online portal to the State Nodal Agency (SNA).
The discoms must integrate their online application portal with the portals of SNA and Central Nodal Agency (CAN) (BEE) concerned for visibility and monitoring the status of charging infrastructure installations. The SNA and discom may charge a fee from the CPO for taking necessary clearances from relevant departments, wherever requested by the CPO.
