Odisha Assembly Passes ₹12,156 Cr Supplementary Budget Amid Oppn walkout

Bhubaneswar: The Odisha Legislative Assembly on Thursday evening approved the Appropriation Bill (Two), 2024, authorizing the government to utilize ₹12,156 crore from its consolidated fund for the remaining months of the 2024-25 fiscal year. The session was marked by a walkout from the opposition BJD and Congress.

Chief Minister Mohan Majhi, who also handles the finance portfolio, had presented the supplementary budget of ₹12,156 crore on November 26. This allocation comes in addition to the ₹2.65 lakh crore annual budget announced earlier in July. With Majhi attending the swearing-in ceremony of Maharashtra’s new government in Mumbai, the bill was tabled by Law Minister Prithiviraj Harichandan.

Harichandan highlighted key allocations in the supplementary budget, including ₹10,155 crore earmarked for program expenditure. Of this, ₹8,121 crore is allocated to state sector schemes, ₹2,011 crore to centrally sponsored schemes, and ₹23 crore to central sector schemes.
Key Allocations:

₹92 crore for the newly launched Dharti Aaba Janjatiya Gram Utkarsh Abhiyan for tribal village development.
₹142 crore for Constituency-Wise Allocation under the Rural Development Department.
₹125 crore for hosting Pravasi Bharatiya Divas in Bhubaneswar in January 2025.
₹130 crore to establish a Center of Excellence in 22 Industrial Training Institutes (ITIs).
₹26 crore for the Srimandir Parikrama project in Puri.
₹5 crore for the Ratna Bhadar of the Lord Jagannath Temple in Puri.

A significant portion of the supplementary budget, ₹1,196 crore, is allocated for the Subhadra Yojana, the state’s flagship cash incentive program for women. To date, ₹4,180 crore has been disbursed under the scheme, benefiting 80 lakh women. Beneficiaries receive ₹10,000 annually in two installments over five years. The government aims to extend the scheme to one crore women by the end of this fiscal year.

The assembly's approval ensures uninterrupted implementation of these initiatives, crucial for the state's development agenda.
