Vijayawada: The Andhra Pradesh government has issued an order for disposal of 335 liquor shops reserved for toddy tapping communities (Geetha Kulalu) under the excise policy for 2024-26.
The aim is to allot these shops to such communities based on certain norms. Revenue (excise) principal secretary Mukesh Kumar Meena issued the order on Tuesday.
The toddy-tapping communities are: Yata, Goud, Edina, Gouda (Gamalla), Kalalee, Goundia, Srisayana (Segidi) and Settibalija of erstwhile Visakhapatnam, East Godavari and West Godavari and Krishna districts.
The norms say that the population of toddy tapping communities (Geetha Kulalu) will be based on the Smart Pulse Survey, 2016 for 13 erstwhile districts. Their population will be mapped for 26 new districts. No shops will be reserved for them in the Scheduled Areas in the districts.
The reserved shops for each district will be distributed among the constituent units of the district based on the shop-to-population ratio (including bars) for each unit in the district where the ratio is high. The allotment will be restricted to one shop per unit as far as possible.
The district prohibition and excise officer will submit a proposal to the commissioner of prohibition and excise, proposing unit-wise number of reserved shops. The commissioner, after making necessary inquiry, will approve the unit-wise number of reserved shops. Then, the district collector, by draw of lots, will make allocation of reserved shops, sub-caste wise, in different units in the district.
After some procedure, the district prohibition and excise officer/licensing authority will invite applications for grant of licence for the reserved shops through issue of a notification.
Applications can be submitted through online, offline or hybrid model. The non-refundable application fee is fixed at `2 lakh per application. The applicant may file applications for any number of shops.
The applicant will be eligible to file applications for the reserved shops notified only in a particular district that is recorded in his caste and nativity certificate. One person will be allowed to hold one shop licence only and in case of he/she is selected for more than one shop, it will be the responsibility of the selected applicant to inform the authorities of his/her choice of shop for grant of licence.
The licence period for the reserved shops will n end by September 30, 2026.
Allocation of shops district-wise include: Anantapur-14, Sri Sathya Sai-9, Annamayya-11, Chittoor-10, Tirupati-23, East Godavari-13, Kakinada-16, Konaseema-13, Bapatla-12, Guntur-13, Palnadu-13, YSR Kadapa-14, Krishna-12, NTR-11, Kurnool-10, Nandyal-11, Nellore-18, Prakasam-17, Manyam-3, Srikakulam-16, Anakapalli-15, Alluri Sitarama Raju-0, Visakhapatnam-14, Vizianagaram-15, Eluru-14 and West Godavari-18.
