Andhra Pradesh Cabinet Amends Laws, Extends Maoist Ban
VIJAYAWADA: The Andhra Pradesh cabinet on Wednesday decided to amend law to remove the poll-related ‘disqualification’ clause if those contesting the local body polls have more than two children. It also decided to continue the ban on Maoist outfits in Andhra Pradesh for another year.
Decisions were also taken for removal of photos of former chief minister Y.S. Jagan Mohan Reddy on the survey stones and to hereafter distribute Pattadar passbooks with the AP government logo. Chief minister N. Chandrababu Naidu presided over the cabinet meeting.
These apart, registrations would be stopped in the state for the next three months as per another decision.
Addressing the media at the state secretariat on Wednesday, Information minister Kolusu Parthasarathy explained the cabinet decisions to the media. He said, “The cabinet has approved proposals to extend the existing ban on organisations of the Communist Party of India (Maoist) and Revolutionary Democratic Front (RDF) for another year under Section 3 (a) of the AP Public Security Act - 1992, 1992.
“The cabinet approved the issuing of new Pattedar passbooks with a government seal and QR code in place of the 21.86 lakh land right survey documents that had been issued at a cost of `22.95 crore.”
He said the Chief Minister called for organising the revenue gram sabhas soon in view of increasing number of complaints related to the 22A Prohibited List of the revenue department. In this context, no registrations will be conducted until the Gram Sabhas are held during the next three months.
The cabinet approved the repeal of GO Rt217 and GO Rt144, which restrained fishermen from getting government ponds on lease. Many fishermen and associations have filed 11 court cases (7 writ petitions and 4 writ appeals) seeking cancellation of the two GOs, the cabinet meeting noted.
The Chief Minister suggested that a comprehensive action plan be formulated to benefit the families of these fishermen and present an action plan to the next cabinet meeting.
The cabinet approved the proposals for repealing the legislative amendments made in the Municipal Corporation Act 1955 and the Municipalities Act 1965, prohibiting those having more than two children from contesting the municipal polls or continuing as members of such entities.
It also approved proposals to repeal the amendment to Section 19 of the Panchayat Raj Act 1994 disqualifying those with more than two children from contesting panchayat polls.
Parthasarathy said, “The cabinet approved the proposal to fill up 380 posts in addition to the previously sanctioned posts in the new medical colleges in Vizianagaram, Rajamahendravaram, Eluru, Machilipatnam and Nandyal in accordance with the norms of the National Medical Commission under Phase-1.”
The cabinet approved a proposal to start the first year MBBS course with 100 seats for the academic year 2024-25 in new medical colleges constructed at Paderu, Markapur, Pulivendula, Adoni and Madanapalle under Phase II.
Also approved was a proposal to cancel the land allotted to Gram Panchayat of Nandyala district’s Sundipenta (Srisailam Project) and transfer it to the irrigation department as per GO 40 issued on May 11 last year.
The cabinet proposed to restructure the excise department in the next six weeks, to bring it under a unified governance system for better monitoring and control. The new liquor policy will be implemented from October 1.
“In the next two months, we will introduce a transparent liquor collection process under the automated system as per the market demand,” the minister added.
