AP Govt nod to transfer of employees

VIJAYAWADA: AP government has issued an order temporarily lifting the existing ban on transfer of employees. The ban on transfers will not be applicable from Monday, August 19, to August 31. The temporary lifting of the ban will be applicable to all departments of the state government, except excise.

The ban on transfers in excise department will remain lifted from September 5 to September 15, according to GO 75 issued on Saturday by principal secretary to government Peeyush Kumar.

The window for transfers will be applicable to all cadres who have public interface as part of their regular duties, including Revenue (Land Administration), Panchayat Raj and Rural Development, including SERP; Municipal Administration and Urban Development, GVWV and VSWS, Civil Supplies, Mining and Geology, Endowments, Transport, EFS&T, Industries, Energy, Stamps and Registration, Commercial Taxes, Excise and engineering staff of all departments.

As per the guidelines issued along with the GO, employees, who have completed a period of continuous stay of five years at a station as on 31st July, 2024, shall invariably be transferred.

Transfers made as per the guidelines of Election Commission during the general election 2024 and re-transfers to the original stations after completion of the election process, will not be treated as transfer for the purpose of counting of service at a station.

Preference in transfers will be given to visually challenged employees, employees who have mentally challenged children and seeking transfer to a station where relevant medical facilities are available, employees who have worked for more than two years in tribal areas, employees with disabilities of 40 per cent or more as certified by a competent authority as per the norms of “persons with disabilities”.
Further, preference will be given to employees seeking transfer on medical grounds (pertaining to self or spouse or dependent children) on account of chronic diseases, such as cancer, open heart operations, neurosurgery, kidney transplantation and so on, provided the transfer is to stations where facilities for treatment of these ailments is available.

Female employees, who are widows and have been appointed on compassionate grounds, and visually challenged employees are exempt from transfers, except when they make a specific request for transfer.

As far as possible, these categories of employees may be posted to a place of their choice, subject to availability of a clear vacancy.

In cases where both husband and wife are government employees, efforts shall be made to post both of them at one station or in stations that are nearer to each other.
