Minister Narayana Pushes for Streamlined TDR Bond Process

Software to be upgraded to prevent illegalities, says urban development minister at review meet

VIJAYAWADA: Urban Development Minister Ponguru Narayana has called for coordination between officials of the municipalities and Registration departments to prevent illegalities in issuance of TDR Bonds.

Narayana conducted a review meeting with officials of his department on Tuesday. Officials must speed up the issuance of permits to those applying for building constructions, he said.

The meeting was attended by municipal commissioner Harinarayanan, director of the stamps and registrations department as also IG Seshagiri and officials of town planning, revenue, mines and fire safety departments.
Narayana said that those who apply for building constructions have to give applications to various departments. It took time to get permission from each department. Steps should be taken to reduce this delay, he said.

Regarding land conversion, the minister said that, from now on, permissions should be given by the revenue authorities through a single window system.
“The government has focused its attention on the issuance of TDR bonds, where illegalities of hundreds of crores have taken place in recent years. I discussed this issue with revenue minister Anagani Satyaprasad,” he said.

Narayana advised the officers to take care while issuing bonds. Changes should be made in the software so that ECs related to land are automatically available online at the time of issuance of bonds, he said.
IG of stamps and registrations, Seshagiri Babu said steps would be taken to ensure that ownership documents are also placed online.

Minister Narayana said the fire department has to give permission for building construction. “Hence, linking the online application for permits given to industries, to the DPMS website, will be helpful.”
The minister explained that the mines department has to issue permission in case of big constructions that involve digging of huge pits. The applicant has to pay a seigniorage fee. A similar procedure is being followed in the issuance of permits for the industries.
Narayana suggested that various departments jointly process the applications via online links so as to speed up the process. He asked chief engineer Gopalakrishna Reddy to take necessary steps in this direction.
