Karnataka: Revenue dept to be fully digitized by end of 2025, says minister
Kalaburagi: Karnataka Revenue Minister Krishna Byre Gowda said that the Department will be fully digitized by the end of 2025. The minister held a review meeting of the Kalaburagi division districts (Bidar, Kalaburagi, Yadgir, Raichur, Ballari, Vijayanagar, and Koppal) at Kalaburagi on Monday.
Speaking to reporters about the progress of digitization, the Minister highlighted significant progress in the implementation of e-office, with 80 percent completion already achieved.
He briefed about the state government's 'Bhoo Suraksha' initiative, which began record room documentation on a pilot basis in 31 Taluk offices in February.
"So far, 3 crore records have been scanned, and the project will extend to the remaining Taluks within a month. The initiative aims to streamline the record-keeping process and ensure better accessibility and management of land records," he said.
To support this digitization effort, laptops are being provided to Village Accountants and Revenue Inspectors. Additionally, the Revenue Court Case Management System (RCCMS) has been developed to track the status of revenue court cases. "The revenue department will be fully digitized by the end of 2025," the Minister affirmed.
Speaking about the agricultural progress in the state, Minister Gowda noted promising activity due to above-normal rainfall during the pre-monsoon and monsoon seasons.
"The government has set a target of sowing 82 lakh hectares this year, with 33 lakh hectares- 40 percent of the target, already sown. This marks a significant increase from last year, when only 8.37 lakh hectares were sown by this time," he said.
Earlier during the review meeting, the Minister emphasized the importance of proactive flood management. He directed officials to prioritize preventing damage to people and livestock, stressing the need for timely action based on improved rain forecasting.
Taluk-level officers will be appointed as nodal officers for each gram panchayat to oversee flood preparedness and response.
The Minister also highlighted the specific flood risks in Kalaburagi and Vijayapura districts from the Bheema River, urging the Kalaburagi district administration to maintain constant communication with the Maharashtra government.
He directed the officials to visit flood-prone villages to assess potential issues and implement necessary precautions.
Regarding the integration of Aadhaar with RTCs (record of Rights, Tenancy and Crops), the Minister reported that out of 4 crore RTCs in the state, 1.70 crore have been seeded with Aadhaar.
"The remaining seeding should be completed by July through a dedicated campaign. This integration aims to reduce fraud and streamline processes related to compensation, transfer, and mutation of land records," he added.
The Minister also noted progress in protecting government property, with 14.50 lakh properties identified and their extent documented. Boundary fencing has been completed for properties worth approximately Rs 10 lakh, and further work is ongoing.
To strengthen administrative capacity, the recruitment process for 1,000 village administrative officers and 750 government surveyors is underway, along with the appointment of 34 ADLRs (Assistant Directors of Land Records).
The Minister emphasized the government's commitment to ensuring safe drinking water for every village and town.
He conveyed the Chief Minister's dissatisfaction with recent cases of contaminated water consumption and warned officials that disciplinary action would be taken if such issues are not addressed promptly.
