Bharath Lighthouse’s Neuroscience-Inspired AI Aims to Elevate India's Digital Governance Landscape
Key insights into the role of secure AI frameworks in intelligent decision-making and national data safety

Hyderabad: Marking International Women’s Day, Bharath Lighthouse (BLH) hosted the Neural AI Governance Summit 2025 at Trident Hotel, Hyderabad. The summit convened bureaucrats, policymakers, AI thought leaders, and entrepreneurs to explore how Neural AI Governance can transform public administration. Mohan Kumar K R, Founder & CEO, and Deepthi Ganugapenta, Co-founder of Bharath Lighthouse, led the event, showcasing AI-driven governance solutions designed for secure, efficient, and data-driven decision-making.
Neural AI Governance, conceptualized by Mohan Kumar K R, is built to enhance efficiency, security, and transparency in government operations. Drawing from over 16+ years of experience in e-governance, he presented how AI-powered solutions can provide real-time insights while ensuring strict data privacy and security. "Our vision with Neural AI Governance is to create a robust framework that empowers governments to make informed decisions while maintaining the highest standards of data security," stated Mohan Kumar K R. He emphasized that "unlike open-source LLMs, our solutions can be implemented with data residing within government-controlled infrastructure, ensuring no unauthorized access or external sharing." This approach aligns with India’s Vision 2047—a roadmap to becoming a self-reliant nation.
To reinforce this vision, Bharath Lighthouse introduced Maa.ai (Modern Administrative Assistant), a cutting-edge Neural AI assistant that simplifies administrative tasks for bureaucrats. Maa.ai provides real-time access to verified government data, facilitating faster decision-making, workflow automation, and seamless interdepartmental collaboration. It prioritizes four key pillars—data privacy, security, accuracy, and ethical AI—ensuring compliance with governance regulations while enhancing operational efficiency. Deepthi Ganugapenta remarked, "Maa.ai represents a significant leap forward in public administration. By putting verified data at the fingertips of bureaucrats, we can streamline processes and encourage collaboration across departments." She further added, "Our goal is to ensure that AI enhances governance in a way that is secure, ethical, and above all, beneficial to the citizens."
The summit was honored by esteemed dignitaries, including Mr. Ayodhya Rami Reddy Alla, Member of Parliament, Rajya Sabha; Mr. Sandeep Burchandi, Entrepreneur; Mr. Dundra Kumara Swamy, National President, BC Dal & Social Activist; Ms. Malathi Jayavelu, Social Entrepreneur; and Mr. Gaurab Dhar, General Manager, ITI Hyderabad. Their participation emphasized the growing importance of AI-driven governance solutions in shaping India’s digital transformation.
As governments worldwide embrace AI, the Neural AI Governance Summit 2025 served as a pivotal platform to discuss the opportunities and challenges of AI adoption in governance. With secure, controlled AI frameworks, government agencies can be empowered with intelligent decision-making tools while safeguarding sensitive national data.
Bharath Lighthouse remains committed to pioneering AI solutions that bridge the gap between technology and governance. The launch of Neural AI Governance and Maa.ai is just the beginning. The question is no longer if governments will adopt AI-powered governance but how soon they will take the leap toward a more efficient, secure, and transparent system.
Are we ready to embrace the AI-driven governance revolution before it’s too late?
