CM Moots Two Mega Municipal Corporations Within ORR Limits
Hyderabad: Chief Minister A. Revanth Reddy has proposed the creation of two mega municipal corporations within the Outer Ring Road (ORR) limits of Hyderabad, along with a restructuring of the existing Greater Hyderabad Municipal Corporation (GHMC) and three police commissionerates, official sources said.
These proposals were discussed during a review meeting held by Revanth Reddy on issues relating to municipal administration and urban development on Monday, sources added.
Currently, the GHMC covers an area of approximately 650 square kilometres. The Chief Minister intends to replace it with two mega municipal corporations, each overseeing about 1,000 sq. km.
According to sources, the existing GHMC would retain Hyderabad, Secunderabad, and parts of the IT corridor, while a new municipal corporation would cover areas in Medchal-Malkajgiri, Rangareddy, and Sangareddy districts. This division aims to ensure efficient administration and better governance across the expanded city limits.
In tandem with the reorganisation of municipal administration with ORR limits, the Chief Minister has suggested merging the current three police commissionerates Hyderabad, Cyberabad, and Rachakonda — into two, aligning them with the proposed municipal corporations. This move is expected to streamline law enforcement and improve coordination.
The proposals come on the heels of recent legislative amendments by the state government in December 2024, which integrated 51 gram panchayats within ORR limits into adjacent municipalities. These municipalities are now set to be absorbed into either the existing GHMC or the newly proposed corporation.
The Chief Minister has instructed officials to draft a detailed report on the proposed changes, including the composition of the new expanded GHMC, and the framework for the proposed municipal corporation, and the restructuring of police commissionerates. This report will be discussed at the next Cabinet meeting for approval.
The government is keen to expedite the process, as the tenure of all municipalities within the ORR limits are set to end on January 26. Municipal elections are expected to be held soon after, with gram panchayat elections in February. The tenure of gram panchayats ended in February 2024. A decision on the two mega corporations is anticipated before these local body elections.
Official sources said the latest developments signal a major shift in urban governance and infrastructure planning for Hyderabad.
