Telangana govt to introduce Bhumata Bill

Hyderabad: The winter session of the Telangana Legislature is set to resume on Monday after a week-long recess, with the state government preparing to introduce crucial Bills, including the new Revenue Act (Record of Rights-RoR Act), on December 18.

The Bill aims to replace the existing Dharani portal, brought in by the previous government, with the new Bhumata portal.

The government will table The Young India Physical Education and Sports University of Telangana Bill, 2024 and The Telangana Universities (Amendment) Bill, 2024 on Monday.

The government will also introduce an amendment to the Telangana Universities Act to make the Governor the Chancellor of the Rajiv Gandhi University of Knowledge Technologies (RGUKT), which runs IIIT-Basar. Under the existing RGUKT Act of 2008 (enacted in undivided Andhra Pradesh), an academic is appointed as the Chancellor.

The draft of the new RoR Bill was released in August, and feedback was sought from stakeholders for two months. Based on the suggestions received, the draft was reworked and is now ready for introduction.

Revenue minister Ponguleti Srinivas Reddy, addressing the media recently, stated that the new RoR Act-2024 had been formulated to permanently resolve land-related issues. “The formulation of this new law has been guided by insights and recommendations from farmers’ associations, intellectuals, public representatives, retired officials, and the general public,” he said.

Highlighting the importance of the new Act, the minister had pointed out that a pilot project conducted in Yacharam village of Rangareddy and Tirumalagiri mandal of Nalgonda district revealed significant discrepancies between land ownership records and actual possession.

“We studied and incorporated the best practices from 18 states. The 2024 RoR Act will serve as a role model, putting an end to generational land disputes and benefiting future generations,” Srinivas Reddy had emphasised.

Chief Minister A. Revanth Reddy had earlier announced plans to establish the Young India Physical Education and Sports University through a public-private partnership (PPP) model. The move is inspired by the Young India Skill University and seeks to enhance Telangana's sports infrastructure.

The proposed university will initially operate out of the 70-acre Gachibowli Sports Stadium. The Chief Minister has directed officials to upgrade the stadium to meet international standards and future requirements.

The Chief Minister also called for a comprehensive sports policy to position Telangana as a hub for world-class athletes, with a long-term vision targeting the 2036 Olympic Games. The policy aims to bring international recognition to the state while fostering local sporting talent.

Revanth Reddy instructed officials to consolidate Hyderabad's sports infrastructure under a unified Sports Hub. Facilities such as LB Stadium, Hakimpet Sports School, Kotla Vijaya Bhaskara Reddy Indoor Stadium, Saroornagar Indoor Stadium, and the University Cycling Velodrome will be brought under one administrative framework for efficient management.

The Chief Minister also directed officials to hire renowned coaches from India and abroad and sign Memorandums of Understanding (MoUs) with reputed sports universities for technical collaboration and expertise.
