Telangana Introduces NROR Bill to Replace Dharani Portal With Bhumata
Hyderabad: In a significant move to address the ongoing land issues related to Dharani portal, the state government has introduced a draft bill titled "New Record of Rights (NROR) Bill 2024." to amend the RoR Act to replace Dharani portal with Bhumata portal. The announcement was made in the Legislative Assembly on Friday by Revenue Minister Ponguleti Srinivas Reddy, who highlighted the Congress government's commitment to resolve problems faced by the public with the current land records system and Dharani portal.
Replying to a short discussion on ‘Telangana Land Rights & Reforms’, Srinivas Reddy said that the draft bill has been made available on the chief commissioner of land administration (CCLA) website (www.ccla.telangana.gov.in) for public review. The government is encouraging citizens to provide their suggestions and feedback on the proposed legislation. This initiative allows the public to participate in the legislative process and ensure that the new RoR will effectively address their concerns.
The consultation period will run from August 2 to 23. During this time, citizens can share their views via email at ror2024-rev@telangana.gov.in or send their suggestions by post to ‘Land legal cell, CCLA office, Nampally station road, opposite Annapurna Hotel, Abids, Hyderabad. CCLA is overseeing this initiative and encourages widespread public participation. This effort reflects the government's transparent approach to refine the Dharani system and ensure that the RoR Act meets the needs of all stakeholders.
The draft bill stipulates that every parcel of land to which the Act applies shall be assigned automatically a Bhudhaar number on the lines of Aadhaar. Bhudhaar cards will also be issued. Bhudhaar shall take into consideration the geographical location of the parcel of the land, its shape determined by the coordinates of its corner points and ownership as per the record of rights. Bhudhaar numbers, both temporary and permanent, from reserved series may be assigned to parcels of land belonging to the central or state government, local bodies or community, or land classified as ‘endowment’ or ‘Wakf’.
Temporary and permanent Bhudhaar cards shall be generated in respect of all the parcels of the land to which Bhudhaar have been assigned and shall be made accessible online to the pattadars or owners of such land, in such a manner as may be prescribed from the date notified by the government, the Bill says.
A single Bhudhaar card may be issued for all the parcels of land held by the same paattadar as may be prescribed from the date notified by the government.
All the persons whose names are entered in the record of rights shall be given pattadar passbook-cum-title deed by the tahsildar or any authorised person. Eligible persons can apply for the document on payment of a prescribed fee.
Meanwhile, Srinivas Reddy lashed out at the BRS government for derailing the revenue and land records system with its hasty decisions to bring Dharani portal and scrapping VRO/ VRA revenue system at the village level.
He said that the government had received lakhs of applications on Dharani grievances but they were left unresolved by the BRS government as there was no mechanism to resolve grievances in the portal.
