Govt to Clear LRS Pleas, Guidelines Issued

HYDERABAD: Over 25 lakh Layout Regularisation Scheme (LRS) applications pending for the last four years will be disposed of online with the state government issuing new guidelines for clearance of pending applications.

This task will be executed as a part of the special drive that commences this week. There will be three levels of scrutiny for regularisation, according to the new guidelines of the municipal administration and urban development (MA&UD) department.

They are: field verification by multidisciplinary teams; scrutiny of proposals by town planning officials and; scrutiny and approval by municipal commissioners and additional commissioners.

The same guidelines will apply to all the urban local bodies (ULBs), urban development authorities (UDAs) and gram panchayats (GPs).

If the property is on the prohibitory list, the LRS applicant will be informed through an auto-generated shortfall letter. In response to this, the applicant can resubmit the application with additional documents in support of the ownership of the plot.

An online tool designed by the Centre for Good Governance (CGG) will be used to dispose of the applications. The CGG will take up system-based filtration of prohibitory properties data from the Integrated Grievance Redressal System (IGRS) and Dharani by matching with the survey numbers of LRS application data.

The LRS application data will be classified clustered survey number wise and village wise and each cluster will be given a unique number for ease and speedy field work enquiries. This exercise also involves field verification by multi-disciplinary teams consisting of the revenue inspector, irrigation assistant engineer and the ULB town planning supervisor.

These teams will also scrutinise applications falling in the category of objectionable lands including endowments, waqf lands, inam lands, assigned lands, ceiling lands, shikam lands and the lands in court disputes, among others. A mobile app will be in place to enter the geo-coordinate of the plots.
